THE 19TH BIENNIAL CONVENTION OF ALL INDIA CENTRAL EXCISE INSPECTORS’ ASSOCIATION(AICEIA)  AT SHILLONG (MEGHALAYA) ON 24TH & 25TH JUNE 2016.

Notice for the 19th Convention of AICEIA to be held in Shillong

In terms of Article 14th of the Constitution of the AICEIA, Notice is hereby issued for the 19th Convention of the AICEIA to be held at Shillong, Meghalaya on 24th and 25th of June 2016.

       The Meeting shall commence at 09:30 AM sharp on 24.06.2016 and conclude by 06:00 PM on 25.06.2016.

Agenda
1.      Presidential Address
2.      Placing of Minutes of the previous Convention for Approval
3.      Appointment of Subject Committee
4.      Nomination of Returning Officer for Election
5.      Presentation of Report by the Secretary General and discussion on it.
6.      Presentation and Approval of Accounts for the period Sept. 2015 to June 2016.
7.      Election and Appointments of new Officer Bearers
8.      Discussion on the point received by the Subject Committee
9.      Fixing of Date and Venue of the next Meeting of the CEC of AICEIA.
10.  Any other items with the permission of the Chair

The Venue of the Convention shall be informed very soon, once it is confirmed by AICEIA, Shillong Circle, NER, Shillong.

1.      Each Branch/Circle is hereby requested to submit details of their audited accounts, which may kindly be sent to the Secretary General/President by e-mail by 15.05.2016 in order to enable incorporation of the same in the Action Taken Report to be presented by the Secretary General.

3.  All Circles/Branches/Units, participating in the Convention, are required to email latest by 15.05.2016 at sgaiceia@gmail.com, abhishekkamal@gmail.com and anupamneeraj@rediffmail.com, the information in the appended format for proper maintenance and updating of records and accounts.

4.  All Office Bearers of the Central Committee of AICEIA are required to send by  15.05.2016 at above e-mail ids a comprehensive account of all major initiatives, meetings and tours undertaken by them including drives to enhance membership and strengthen organization at the grassroots level, and all significant engagements with the Departmental Authorities, Sister Organizations, Confederation etc. during October, 2015 to April, 2016.

5.  All Circle/Branch/Units are required to send, any fresh membership forms collected by them, and all DDO Certificates of 2014-15 and 2015-16 in respect of the members in their units to the Secretary General AICEIA, by Speed Post, as well as scanned copies by email latest by 15.05.2016. 

6.  The Circles/Branches/Units have to clear all their unpaid dues to the AICEIA latest by 15.05.2016 for participation in the Convention. 

    The number of votes to each Circle/Branch/Units would depend on the DDO certificates submitted and clearance of all dues.  Units, who have not yet joined the AICEIA, may do so at the Convention.  However, they will be allowed to vote only after submission of DDO-certificates confirming the membership and payment of dues.

MINUTES OF THE MEETING OF CO-ORDINATING COMMITTEE OF REVENUE DEPARTMENTS

The Meeting of the Co-ordinating Committee of the Associations in the Departments of Revenue was held, after a long time, on 28th March, 2016 at the C. R. Building, New Delhi. The leaders of all recognised organisations in the Departments of Revenue participated in the meeting. Com. Raj Singh Meel, Vice-president of ITGOA, presided over the meeting.
The demand for upgradation of Pay of some cadres of the Revenue Deptt. at par with IB & CBI Deptt. was raised and discussed by the comrades.  Representatives of all Federations/Associations raised the 7th CPC related demands as well as Deptt. specific common demands. All the leaders participated in the discussions.
After detailed discussions, the following demands were finalised and decided to send memorandum to the Finance Minister, Revenue Secretary and the Chairman of the both organisations, i.e. CBDT & CBEC. If there is no settlement or negotiations, the meeting decided to organise various agitational programmes in the month of May, 2016 which may culminate in Strike action. The meeting also decided to organise campaign programme to mobilise our members in favour of demands in the month of April, 2016. It is further decided to revive state level CoCs and hold meetings of state CoCs immediately.
Charter of Demands:
A.     Settle the following pay anomalies between the Cadres of Revenue Department with the cadres of IB/ CBI/other Departments.
(i)                 Havildar/Sepoy of CBEC – from GP of Rs. 1800 to Rs.2000.
(ii)               Tax Assistant of CBDT & CBEC – from GP of Rs.2400 to Rs.2800.
(iii)             Admn.Officer/Pvt.Secretary /Inspector/Preventive Officer of CBDT/CBEC – from GP of
     Rs. 4600 to Rs. 4800.
(iv)              Income Tax Officer/Superintendent from GP 4800 in PB-2 to GP 5400 in PB-3.

B.      An identical Cadre structure of the administrative wing and a Pay structure both in CBDT & CBEC which will also place us on an identical structure of Hdqrs. organization i.e. Secretariat Offices.
C.       To finalise the Recruitment Rules as per suggestions of Recognised Federations/Associations immediately.

(v)                Customs Appraising Officers Association.

(vii)            All India Customs Group C Officers Federation.
(viii)          All India Customs & Central Excise Drivers Association.
(ix)              All India Federation of Customs Preventive Officers was also represented by All India Association of Central Excise Gazetted Executive Officers.

With the leaders proposing vote of thanks, the meeting was adjourned.
